The Policy Trap: Why Safety Documents Don’t Change Behaviour

Let’s be honest.

How many times have you written a policy… only to watch nothing actually change?

You print it.
You file it.
You might even email it round or mention it in a meeting.

And then…
People carry on doing exactly what they were doing before.

 


 

“But we’ve got it covered, right?”

This is one of the most common traps I see:

“We just need something in place—just in case.”

 

That mindset leads to policies that are:

  • Written to “tick the box”

  • Never read by the people doing the job

  • Built around ideal procedures, not real ones

  • Designed by one person, in isolation

And then people wonder why the system doesn’t work.

 


 

The problem isn’t the document. It’s what it replaces.

Too often, a policy becomes a stand-in for actual leadership.

Instead of:

  • Speaking to staff

  • Understanding real risks

  • Building something together

…someone types up a document and assumes it’s job done.

 

But you can’t document your way out of a people problem.

If someone’s been stacking pallets dangerously for 10 years, a PDF isn’t going to stop them.
If a supervisor avoids conflict, no procedure will magically give them a backbone.

 


 

So what should you be doing first?

Start with how the work actually happens.
Sit in the yard. Watch the task. Ask questions like:

  • “Where do you take shortcuts?”

  • “What’s awkward or annoying about this?”

  • “What would make this safer without slowing you down?”

Then build your policies around that reality—not above it.
